Plugin loading mechanism

Forrest 2 uses Ivy for dependency management. We now need to leverage Ivy for plugin dependencies
as well. It should work something like this:

- create an plugin
- publish the plugin to the ivy repository

- create a content object
- add a bean definiton to the content objects forrestContext.xml file

- running "ant site" or similar in the content object directory will result in the following
execution cycle:
  - create an ivy.xml file by inspecting the plugin definitions in the forrestContext.xml
file
  - resolve all dependencies using Ivy
  - build any java bundled in the content object
  - build the site (or whatever the target in the original ant command does)
