Our SVN commit r430233 added default files for the version of Cocoon trunk that we are using.

The default properties are read from WEB-INF/properties/
The default running mode is "dev" which reads from WEB-INF/properties/dev/

To change it to "prod" or some other, then add to your project's ...

Later versions of Cocoon trunk have "prod" as the default running mode and the files move
to the WEB-INF/cocoon/properties/ directory. When we upgrade our Cocoon then we will need
to change.
