Like it can be seen on the the tamper.xml the request for the extra document <tdRequest
uri="http://localhost:8888/samples/index.html"> is defined as 
<tdRequestHeader name="X-Moz">prefetch</tdRequestHeader>.

What this means is explained in http://www.w3.org/TR/1999/REC-html401-19991224/types.html#type-links:
"Next
    Refers to the next document in a linear sequence of documents. User agents may choose
to preload the "next" document, to reduce the perceived load time."

This issue is directly and only related to the usage of the "siteinfo-meta-navigation" contract.
