IMO flow is in the core and not in a block. Doing the following is
fueling this.
cocoon-trunk$ find . -name "flow"
...
./cocoon-core/src/main/java/org/apache/cocoon/components/flow
./cocoon-core/src/main/resources/org/apache/cocoon/components/flow
