That is probably it Brian. The file is now called book-to-book-i18n.xsl so i committed a change
at r407698 to tabs.xmap

-              <map:transform src="{lm:transform.i18n}"/>
+              <map:transform src="{lm:transform.book.book-i18n}"/>

This is a standard mapping so i removed the entry mentioned above from locationmap-i18n.xml

I haven't tested i18n ability.
