No. Forrest does not use the System Identifiers (the URLs).
Forrest and our Ant use the Public Identifiers to map to
a local copy of the DTDs in main/webapp/resources/schema

If Forrest's catalog entity resolver is failing 
(which it might be in this case) then it will try
to get the DTDs from the network.

Do the windows users have network activity during
that validate-xdocs Ant task?
