Subject CSS defined in structurer

According to the structurer docs [1] I can add CSS to a structurer file 
as follows:

<forrest:views
   xmlns:forrest="http://apache.org/forrest/templates/1.0"
   xmlns:jx="http://apache.org/cocoon/templates/jx/1.0">
   <forrest:css >
/* Extra css */
/* notes */
div.notes {
   float: right;
   background: #CCCCFF;
   border: thin solid #000000;
}
</forrest:css>
...

</forrest:views>

However, this does not work for me. The only CSS that is present in the 
resulting HTML is common.css.

How do I add extra CSS to a structurer file?
