I have not make the test yet, my problem is that the generation of 
changes.html or todo.html does exactly the same - that is includes 
dotdots.xsl - and it works.
The only difference I can see with changes.html is that 
changes_/version/.html just applies the templates on the 
//release[@version=$versionNumber].

Maybe a problem with the third changes-to-document.xsl parameter ?
The more I investigate and the less I think the error message is good. 
Maybe the problem is not with dotdots.xsl...

I will continue to investigate latter.
