This means that plugins cannot provide their own locationmaps. What we need to do is provide a mecahnism for mounting all locationmaps provided by the activated plugins. This can be done by using the same mechanism we have for plugin sitemap mounting. That is create a locationmap-mount file, which has mounts for all active plugin locationmaps and then have that mounted by the core locationmap. See the plugin build scripts for how to do this.
