FOR-628 will only change the way we resolve the language files for i18n it will not change
the way Forrest works with those files once it has got a hold of them.

I don't pretend to understand this issue, but I don't think FOR-628 will affect things for
this issue.

One issue I could identify is that in the site2xhtml.xsl there are tags like:
