Well, I think I've confused myself now...  I forgot to change 
forrest.properties to specify project.skin=leather-dev so I tried again 
and it's still giving the error.

I get the same error with site-author when project.skin=leather-dev, but 
there are two such messages:
X [0]                                     mirrors.html  BROKEN: 
ElemTemplateElement error: getHead
X [0]                                     linkmap.html  BROKEN: 
ElemTemplateElement error: getHead
