But the build time is not the last modified time, it is only the last 
generated time. Even if 100% of *your* pages are changed in between 
builds this is very unusual and should not be the normal behaviour for 
the plugin.

This would only work if we generate the page, thus to create a sitemap 
in dynamic mode we would have to generate every single page. It seems 
clear to me that we should not add a last modified time when running in 
dynamic mode.

As for it being the best option, lets wait and see what Ferdinand has to 
say before deciding that.
