It might not be appropriate that Forrest ship every version of the DocBook DTDs. There are
many versions available and so it would be very difficult to keep up to date. We already have
4.1.2 and 4.2, but not the   five update releases for 4.2 and similarly there are about five
updates for each of 4.3 and 4.4

Forrest provides an easy mechanism for projects to add their own additional DTDs, so i think
that is better way.
