This issue as actually documented in document2fo.xsl:

Don't know if the issue has been fixed in FOP or if we could find a workaround.

Description:
As indicated in the documentation, columns of PDF tables are not automatically balanced (automatic
width, to make full use of page width). It would be great to have the same kind of behaviour
as HTML output.
