You need to narrow down where the problem lies. Try each of these:

- copy your compliance.html document to a freshly seeded site and name it samples/ihtml-sample.ihtml
  now try: forrest run

If that works then try copying the *original* ihtml-sample.ihtml file to your project, storing
it in the same dir you want to put your compliance.html file
