You set FORREST_HOME as instructed, but you have not done the second 
thing in the instruction above:

It is recommended to add
    |    unix: $FORREST_HOME/bin: to your $PATH
    |    win: %FORREST_HOME%\bin; to your %PATH%

This is because you have not added it to your path as suggested and so 
your OS can't find the executable. If you don't do this then you need to 
tell windows how to find the executable when executing Forrest:

"C:\opt\forrest0.6\srczcore\bin\forrest site"

I can't remember that far back, but I thought we had exactly the same 
process in 0.5. Anyway, it is impossible to install a command line 
application without either putting it in your path or specifiying it in 
the command line. We agree that the "src/core" part is a little 
confusing and that is one of the reasons for the directory restructure 
in 0.7
