I'd prefer not to change the document DTD, as we will be switching to 
XHTML2.

In this case, your suggestion will become something like this:

  <div  class="note" label="Remember"> or
  <div  class="warning" label="Beware"> or
  <div  class="caution" label="Careful"> or
  <div  class="tip" label="Hot Tip"> or
