as stated on the reference posted, this issue is related to the encoding  used in the file
(.xml) and the one is stated in the XML header (they have to be the same).

In mandrake 10 the "default" encoding is ISO-8859-1 and not UTF-8 as stated in the seed templates,
so all your editors try use this encoding as you open-edit-save your files

The other way to fix this is to edit your files using UTF-8.

If this works in general for you as it does for me the LANG env var can do the trick for example
i have this:

Environment: Mandrake Linux 10.0 (english instalation), editing with kwrite

imediatlly after a fresh "forrest seed", if I run "forrest validate" it stops saying "BUILD
FAILLED" in any .xml file that contains characters with accents, which are very common in
portuguese, german, french and other languages...
