Yes.  Like was said before (by Nicola I think?), the input format 
plugins can convert to html, xhtml1, or xhtml2.  I would also add 
document-v13/20.  We would have a few conversions to get any of those 
into xhtml2.  Then the skinning to any output format would use that 
xhtml2 format.
