Try it on the repository directly (something like this):

svn move https://svn.apache.org/repos/asf/forrest/plugins/openOffice.org
https://svn.apache.org/repos/asf/forrest/plugins/OpenOffice.org -m "fix
capitalization of OO.org plugin"
