Subject inconsistent interpretation of site.xml

It seems that different skins interpret site.xml differently -- in
terms of the URL resolution and directory structure. For example,
consider the following snippet from site.xml:

    <articles label="Articles" tab="articles" href="articles/">
        <index href="index.html"/>
        <linux-tips label="Linux Tips and Tricks"
            href="linux-tips.html"/>
    </articles>

While running through book-tab or tigris-style-1_1, I get something like this:

* [31/45]   [7/25]    0.771s 9.0Kb   articles/index.html
* [61/40]   [0/0]     0.279s 5.3Kb   articles/index.pdf
* [108/20]  [1/22]    0.867s 23.4Kb  articles/linux-tips.html
* [109/19]  [0/0]     0.19s  17.4Kb  articles/linux-tips.pdf

However, while running through css-style-dev, I get:

* [37/37]   [8/30]    0.556s 6.3Kb   articles/index.html
X [0]                                     articles/articles/index.html
 BROKEN: /home/diwaker/projects/forrest/src/documentation/content/xdocs/articles/articles/index.xml
(No such file or directory)
* [74/43]   [0/0]     0.338s 5.3Kb   articles/index.pdf
* [117/22]  [2/25]    0.541s 16.8Kb  articles/linux-tips.html
* [118/21]  [0/0]     0.2s   17.4Kb  articles/linux-tips.pdf
X [0]                                    
articles/articles/linux-tips.html     BROKEN:
/home/diwaker/projects/forrest/src/documentation/content/xdocs/articles/articles/linux-tips.xml
(No such file or directory)

Any many such similar errors, causing the build to fail.

Is this intentional? It seems to me that the URL resolution etc should
be skin independent.
