The logs were misleading.

The JCS team is now building for 1.3 and 1.4.  If we need to update 
again, get the jars from 
http://cvs.apache.org/viewcvs.cgi/jakarta-turbine-jcs/tempbuild/.  I 
just committed a 1.3-compatible jar.
