"svg-20000303-stylable.dtd" includes "svg-20000303-shared.dtd" via the %Shared entity. At the same time it defines %SVGNamespace: ... %Shared; ... "svg-20000303-shared.dtd" set the namespace with a reference to the entity "%SVGNamespace", which is not interpreted by the parser. ...
