A way would be to rely on site.xml to determine the actual output urls, but it's too complicated
with the current system.

Another way would be to keep track of the files that change. 
If we index the files and keep that updated in svn, when we change the locations but keep
the links updated in site.xml, the system should be able to create a rewrite that redirects
to the new location.
