You can set forrest.skins.descriptors in ${user.home}/forrest.properties to a 
local copy of http://xml.apache.org/forrest/skins/skins.xml  You can also try 
setting forrest.skins.descriptors to nothing, but I'm not sure what that'll 
do.

This functionality will probably improve whenever we get around to using ruper 
to download skins with dual version numbers.
