When you "seed" a site, the tabs.xml files that it creates points to "http://apache.org/forrest/dtd/tab-cocoon-v10.dtd"
unfortunately, this DTD doesn't exist at that location.  It doesn't cause Forrest any problems,
but when you open an file to edit it in JEdit, JEdit expects to the DTD reference to actually
work.  When it doesn't, the tag/attribute lookup features fail. 

This is just an inconvenience to me (and other newbies), since it makes writing the XML more
difficult.

However, that's not the real problem I'm trying to solve.  I can't seem to get the xincludes
to work, and one of the threads in the mail archive indicated that it WASworking.  Does anyone
have an example of how to do this in one of the index.xml or tabs.xml files?

Please provide more information on this aspect. Why doesn't it resolve
properly? When processing documents with Forrest, the entity resolver
would handle this. If it doesn't, then we have a new problem.
