There are already ways to resolve the DTDs to local copies for any sensible xml tool. Anyway,
for those who want to use the brute-force approach, there is now a Proposal to also add them
to the Apache webserver.

Description:
We should find a way to put the DTDs on the Forrest website, so that the xdocs can find the
right DTD.  Editors like Eclipse and JEdit can validate and auto-complete the XML while you
type if the DTD can be found, so it'd be nice to be able to take advantage of this.
