This same issue has come up on the TEI list recently. NB in TEI section=div
and h=head, but it's the same deal.

It seems to me that that "text1" in the example is a kind of introductory
sub-section without a title. It could be seen as shorthand for:

<section>
	<section>
		text1
	</section>
	<section>
		<h>blah</h>
		tex2
	</section>
	<section>
		<h>blah2</h>
		text3
	</section>
</section>

If it would be more convenient, it could be normalised this way by a
pipeline transformation.
