I have the following in the top of the example build.xml
that you sent ...

    <property name="cocoon.context"
      value="/usr/local/cvs/cocoon-2.1/build/webapp"/>
    <path id="cp">
      <fileset dir="${cocoon.context}/WEB-INF/lib" includes="*.jar"/>
    </path>
    <taskdef name="cocoon" classname="org.apache.cocoon.CocoonTask"
      classpathref="cp"/>
