To allow identify text that needs thread by the In18 stuff:

From:
<xsl:text>History of Changes</xsl:text> to <i18n:itext>History of 
Changes</in18:text>

hack in not a type on the dtd, if it is not in the dtd the it is not a 
valid type.

common-elems-v10.mod:<!ENTITY % types "add|remove|update|fix">
common-elems-v10.mod:          type (%types;)  #IMPLIED
v10/changes-v10.dtd:<!ENTITY % types "add|remove|update|fix">
v10/changes-v10.dtd:                         type (%types;)  #IMPLIED


Revert that change now.
