Didn't you get an error message for max-width? There is no such
FO property. Also, content-height and content-width are not yet
implemented and silently ignored. You should either use
   <fo:external-graphic width="100%" src="blablabla.jpeg"/>
which will scale the image to fill the available width, while
preserving the aspect ratio, or just
   <fo:external-graphic src="blablabla.jpeg"/>
which will render the image at 72dpi, optionally scaling it
down if this would overflow the available width.

However, the recommended way is to use a real width with
measurements, because this way you control the resolution at which
the bitmap is rendered instead of using the hardcoded 72dpi (any
resolution encoded in the image is ignored).

There ought to be some documentation about this on the FOP web
