It's a bug, caused by the fact that underneath site.xml we still have
book.xml, which requires every link to be inside a menu.

That's why you find Forrest sites having pointless menus like 'About':

  <about label="About">
    <index label="Index" href="index.html"/>
  </about>

The menu stylesheets really need an overhaul to properly fix this.
