You did not show us the offending xml instance user/user.xml 

I wonder if you have a hard-coded systemIdentifier in the xml instance
using a full pathname to a DTD at C:
... Ant may be trying to go out onto the network to find a host machine
called "C". I have not tried to use full pathnames for DTDs, especially
not Windows pathnames. Anyway, it is not good practise to use
system-dependent pathnames.
