I've tried that and it doesn't help.  It just writes out
index.shtml.html.  We need to upgrade the CLI.  I tried to upgrade
recently (post-M1) but link rewriting is broken and I haven't had a
chance to debug yet.

In forrest.properties:

project.start-uri=index.shtml
