You have a typo in your catalog file:

     1  -- OASIS TR 9401 Catalog for Forrest --

     7  PUBLIC "-//EDOCS//DTD Requana V1.0//EN" 
     8         "dtd/edocs-requana-v10.dtd"

    12          "dtd/edocs-requana-v10.mod"


Line 6 is an unclosed comment.  Should be:

     6  -- Custom documents type definitions --
