I gather there's two branches in FOP.  Do you think Forrest should be
tracking the 0.20.x series or the CVS head?  Is MessageHandler still
around in 0.20.x?

Cocoon does, and AFAIK licensing@ knows and hasn't issued any
proclamation for or against..
