You are right. However that does not cater for projects
that were quite happily using the production DTDs for
Forrest and its catalog to resolve to local DTD copies.
When Forrest updates to new DTDs then their project would
suddenly break.

The secondary catalog using view-cvs means that they do
not need to touch their xml instances, just load the
additional catalog.
