I had to do that for two reasons ...

That particular document is intended as a demonstration
of the available elements and using <fixme> would confuse that.

The document-v11.dtd has <fixme> as a block element. Therefore
it is not allowed inside <dd> or <li> or even <p>
Obviously there is a need for an inline-fixme element too.
