This is an issue with the cygwin setup (IMHO).  To fix:

open cygwin
$ whoami
administrator
$ mkgroup -d > /etc/group
$ mkpasswd -d > /etc/passwd
$ exit
open cygwin
$ whoami
userxxx

It's a cygwin FAQ :)
