    [FLINK-7383] Remove ConfigurationUtil

    ## What is the purpose of the change
    
    Remove `ConfigurationUtil` since it is no longer used.
    
    ## Verifying this change
    
    This change is a trivial rework / code cleanup without any test coverage.
