The travis builds call maven twice, once for compiling modules, and once for running tests. While running the tests maven occasionally downloaded snapshot artifacts even though we _just built them_ locally. The only SNAPSHOT dependencies that we have are from Flink, and all of these are built locally in the compile step. There should be no downside to this.
