    [FLINK-7230] [travis] Disable snapshot updates

    This PR forbids downloading snapshot dependencies on Travis.
    
    The travis builds call maven twice, once for compiling modules, and once for running tests.
    
    While running the tests maven occasionally downloaded snapshot artifacts even though we _just built them_ locally.
    
    The only SNAPSHOT dependencies that we have are from Flink, and all of these are built locally in the compile step. There should be no downside to this.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/zentol/flink 7230
