Why is the state incompatible? Is this tied to upgrading Flink or a change in the user code?

At the moment i can only think of the following workarounds:

1. Remove the operators from the topology and load them in 1.2 while allowing non-restored
State. Take a new savepoint, add your operators, load in 1.3.
2. Add 2 no-op operators to the topology and assign them the UID's of the operators you want
to drop. Load 1.2 savepoint, create 1.3 SP, drop operators, reload.
