I don't think we want to make it a non-provided dependency.  A batch query should not depend
on {{flink-streaming-scala}}.
We should verify that a batch query only requires {{flink-scala}} and update the docs such
that batch queries require {{flink-scala}} as additional dependency and streaming queries
