    [FLINK-5096] Make the RollingSink rescalable.

    This PR integrates the RollingSink with the new state abstractions, so that the sink can

    resume execution from a checkpoint, with different parallelism, without reducing the provided
    exactly once guarantees.

    a savepoint.
