Excuse my English.

In the DataStream API,I specify 
{code:java}
org.apache.flink.streaming.api.windowing.assigners.TumblingProcessingTimeWindows 
{code}
 an offset of  a negative value such as Time.hours(-8),When trying to submit the Job will
 throw IllegalArgumentException "TumblingProcessingTimeWindows parameters must satisfy  0
<= offset < size" .

This is problematic for living in somewhere which is not using UTC-00:00 time.

{code} has the same problem.

We should use the offset absolute value to compare with the size in the construct method.
