I tried with below command. It worked, but not completely.

Yes, I can see that xml file manually.
I think there are some network related issue in office while connecting to flex.apache.org
(or any other site like www.google.com) from command prompt.

Do you have Apache Ant installed?  Instead of running the installer, try getting the binary
package from:

http://flex.apache.org/download-flexjs.html

Unzip or UnTar into a folder, then in that folder, run 'ant -f installer.xml'
