That's exactly what it looks like. Again, here is my build.properties file:
# Directory path of Flex SDK

# Project source dir
DEPLOY_DIR = "bin-debug"
SRC_DIR = ${basedir}/src
LIB_DIR = ${basedir}/libs
DEPLOY_DIR = "${basedir}/bin-debug":
projName = "GHen"
mainFile = "GHen.mxml"

and my build.xml:

<project name="GHen" default="compile">

   <property file="build.properties" />

   <taskdef resource="flexTasks.tasks"

   <target name="init">
      <delete dir="${DEPLOY_DIR}" />
      <mkdir dir="${DEPLOY_DIR}" />

   <target name="compile" depends="init">
      <mxmlc file="${SRC_DIR}/${mainFile}"
         <load-config filename="${FLEX_HOME}/frameworks/flex-config.xml"/>
         <source-path path-element="${FLEX_HOME}/frameworks"/>
