Hi, i think there is a bit of confusion.

IOS and Android are two separated and different mobile operative systems. 

Flex is a actionscript bases framework that permit you to create IOS and Android enterprise
(or simple) applicatiotions: you write code just one time to obtain two application packages
that runs on the two platform we mentioned above.

Flex also let you able to create enterprise web or air applications.
