If you want the preview, I know there is something like that in IntelliJ.
It's not a full blown graphical editor, but it's a panel showing you what the file, you are
currently editing, would look like.
The Plugin for this is called "Flash UI Designer".

FB was implemented in that way, and there are no plans on Adobe's part to invest in a total
rewrite of Design View.
