BusyIndicatorSkin was introduced in 4.14, so it cannot have been worked before. BusyIndicator
however worked in 4.13 with mx:Application, because there was no applicationDPI dependency.
Virtually a "breaking change". Can be work-arounded by changing to spark.components.Application,
but users should not be forced this way, I think.
